With the summary of the characteristics of urban rainstorm disasters and incentives, the paper establishes rainstorm disaster prevention planning system of high-density area in city center. Then it puts forward the rainstorm disaster-prevention strategies in peacetime, including the land efficiency optimization strategy based on the concept of ecological security, the green space planning strategy based on the theory of greenway, the rainstorm regulating system based on the theory of low influence theory, and the rain pipe network construction combined with the underground space development. Furthermore, this paper explores the rainstorm disaster prevention strategies based on the disaster emergency thinking and disaster prevention support strategies such as legal norms, technical conditions and financial investment, these measures will effectively direct the development of ecological security and sustainable development of city center.
