广阳岛生态修复EPC绿色管理体系探索

Exploration of EPC Green Management System for Ecological Restoration of Guangyang Island

  • 摘要: 重庆广阳岛作为长江上游面积最大的“江心绿岛”,是不可多得的“生态宝岛”,其生态修复认真落实习近平对重庆的重要指示要求,坚定贯彻“共抓大保护、不搞大开发”方针,采用设计牵头的工程总承包(EPC)创新模式,围绕最优价值生命共同体理论、方法与实践,探索形成了“业主端、设计端、工程管理端、施工端”四端协同、“项目总负责、设计总牵头、施工总管理、效果总协调、现场总配合”五总合一、“进度计划,现场管理,成本造价,质量管理,效果管控,安全管理”六核共管和“构架、流程、制度、信息化、短板”五抓齐进的“4565”EPC绿色生态管理体系,充分发挥设计牵头的技术优势,以设计引领施工并进行现场全过程把控,将现场进展调整及时反馈纳入设计成果,既适应了生态修复工程的复杂性,又提高了生态修复工程的效率,实现了低投入建设、低成本运维、高效益回报、高质量发展、高品质生活的生态修复目标。

     

    Abstract: Guangyang Island in Chongqing is the largest “mid-river green island”and a rare “ecological treasure island” in the upper reaches of the Yangtze River. Following the requirements of the important instructions of Xi Jinping for Chongqing and the guidelines of “transforming from excessive development to well-coordinated ecological conservation”, Guangyang Island ecological restoration project adopts the EPC innovation mode led by design and, centering around the theory, method and practice of optimal value life community, forms through exploration the “4565” EPC green ecological management system: fourend coordination of “owner end, design end, engineering management end and construction end”, “five-generalness integration” of “general responsibility for the project, general leading by design, general management of construction,general coordination of effects and general cooperation on site”, six-core comanagement of “progress plan, on-site management, cost fabrication, quality management, effect control and safety management” and five-pronged progression of “framework, process, system, informatization and weak area”.This system can give full play to the technical advantages of leading by design,make it possible to lead construction by design while ensuring whole-process control on site, and have on-site progress adjustments timely fed back and incorporated into design results, which can adapt to the complexity and improve the efficiency of ecological restoration projects, thus achieving such ecological restoration objectives as low-investment construction, low-cost operation and maintenance, high-benefit return, high-quality development and high-quality life.
